Dr. Sharla P. Rausch is the first Director of the Human Factors/Behavioral Sciences Division of the DHS Science and Technology Directorate. As the initial architect of this Division, she is responsible for constructing its vision, laying its foundation, and creating the programs and tools it needs to advance national security by applying the social, behavioral, and physical sciences to improve identification and analysis of threats, to enhance societal resilience, and to integrate human capabilities into the development of technology. Her division is now recognized as a lead agency for social behavioral national security science and technology. Dr. Rausch brings to this task a strong background in social-behavioral research and extensive Federal management experience. Prior to her current role within DHS, Dr. Rausch served as Deputy Director of the DHS Office of Systems Engineering and Development from August 2004 through September 2006, where she helped create, develop, and manage the operating infrastructure along with strategic planning guidance for the office. For this work, she received the first Under Secretary’s Award for Program Support in 2004. She was appointed to the Senior Executive Service for career Federal employees in October 2006.
Dr. Rausch currently serves as co-chair of the White House’s National Science and Technology Committee on Homeland and National Security’s (CHNS) Human Factors Subcommittee and as a member of the CHNS Domestic Improvised Explosive Device (IED) Subcommittee. She also provided a behavioral science perspective as co-chair, with the Department of Defense, of the Senior Review Group for Multilevel Assessment, focused on nuclear smuggling and bioterrorism.
Prior to joining DHS, Dr. Rausch held Federal positions with the Department of Justice’s National Institute of Justice, the National Institute of Corrections, and the Federal Bureau of Prisons.
She received a B.A. degree in Social Psychology from Florida Atlantic University, an M.S. degree in Sociology from Florida State University, and a Ph.D. in Sociology from the University of Connecticut. She has been published in various government publications and in academic and professional criminal justice journals, including those associated with the American Society of Criminology, and served as guest editor for Criminal Justice Review.
