WHS’s cyber security program will focus on a progress report on improving our security of cyber assets, top cyber security priorities for the coming year, key challenges to still overcome with securing cyber space and key opportunities to collaborate across the homeland security mission for government and industry.  Finally we will take a look at what the vision of cyber security should look like and how we are positioning to get there.
 

Margie Graves
Margaret H. Graves was selected in September, 2008, to serve as the U. S. Department of Homeland Security’s (DHS) Deputy Chief Information Officer (CIO). As the Deputy CIO, she oversees an IT portfolio of $5.4 billion in programs. In addition, Ms. Graves manages the operations of the Office of the Chief Information Officer, which covers the functional areas of Applied Technology, Enterprise Architecture, Data Management, IT Security, Infrastructure Operations, IT Accessibility, Budget and Acquisition. Prior to her selection as Deputy Chief Information Officer, Ms. Graves served as the Executive Director of the Enterprise Business Management Office within the DHS Office of the CIO. She developed and executed IT Portfolio strategies in alignment with the DHS Enterprise Architecture and established business processes for Capital Planning and Investment Control, departmental IT budget reviews and acquisition reviews. She also served as the Deputy Program manager for the Border and Transportation Security IT Integration Program. This program established the business case and the operational foundation for the current Infrastructure Transformation Program which is the DHS roadmap for consolidating and securing the IT Infrastructure including networks, data centers, e-mail, wireless services, desktop services, and help desk services.Ms. Graves has 20 years of experience in the management consulting industry where she held executive positions and also performed consulting engagements for clients. She has experience in the areas of systems engineering, business process reengineering, strategic planning, financial management, mergers and acquisitions and venture capital planning. She worked for several firms in the National Capital Region such as Technology Applications, Inc., Advanced Technology, Inc., and Planning and Research Corporation. She dedicated 10 years with A.T. Kearney, Inc. working for clients in the chemical, utility and medical services industries as well as holding positions in financial and administrative management. Ms. Graves holds a M.B.A. from the University of Virginia Colgate Darden Graduate School of Business Administration and a B.S. in Chemistry, also from the University of Virginia.

 

Sandy Peavy 
Sandy Peavy was named the Federal Law Enforcement Training Center’s (FLETC) first Chief Information Officer (CIO) and Assistant Director in November 1999 and was selected into the Senior Executive Service in 2006.  In this position, Ms. Peavy works closely with the FLETC and its 91 Partner Agencies to explore and fully utilize technology in support of the Center’s law enforcement training mission.  As a member of FLETC’s executive team, she helps influence federal, state, local, tribal, and international law enforcement through training. eavy is a member of the Department of Homeland Security’s (DHS) CIO Council, which provides DHS and its partners the IT services required to lead the unified national effort to prevent and deter terrorist attacks; and protect against and respond to threats and hazards to the Homeland. As one of the original CIOs for DHS, she helped stand up the Department’s core communications, computing, and enterprise services and the CIO Council’s governing structure.  Prior to the FLETC’s move to DHS, Ms. Peavy served on the Department of Treasury’s CIO Council where she helped provide the direction and development of Treasury’s IT strategy, management of IT investments, and leadership of key technology initiatiatives. Ms. Peavy has over 30 years of experience in IT with the federal government. She began her career as a GS-3 computer assistant for the Office of Personnel Management, served 13 years as a civilian in the Air Force which included a stint with Space Command tracking satellites and ballistic missiles, helped DISA consolidate their Defense Megacenters, and served as the Deputy Director for Communications and Information for Headquarters Air Force Reserve Command (AFRC).  She received the Meritorious Civilian Service Award from the Air Force and from DISA for her exceptional leadership and the Presidential Rank Award of Meritorious Executive from DHS for noteworthy contributions to the efficient and effective training or our Nation’s enforcement personnel. Ms. Peavy holds a Bachelor of Science, magna cum laude, in Education from Georgia Southern University and a Masters degree in computers from Mercer University.  She is a graduate of National Defense University’s (NDU) Advanced Management Program (AMP) and is a licensed private pilot.

Jill Vaughn
Since March 2013, Jill Vaughan has served as the Deputy Chief Information Officer and Deputy Assistant Administrator for the Office of Information Technology, working diligently to ensure the effectiveness of TSA’s information technology programs. As the Deputy Assistant Administrator for the Office of Information Technology, Jill ensures that mission-critical information technology products and services are provided to over 60,000 TSA employees at airports and field locations around the world. This includes extensive IT infrastructure, cyber security and information assurance, end user provisioning and services, and applications development, as well as compliance with the policies and standards set by the Department of Homeland Security and the White House. Jill was formerly TSA’s Chief Information Security Officer, primarily overseeing areas covering Computer Network Defense, Focused Operations, FISMA Compliance and Policy, Cyber Security Awareness & Outreach, and Secure Infrastructure and Vulnerability Management. Her extensive administrative experience includes overseeing IT Security for one of the largest managed services contracts in the current administration. Jill combines 13 years of Information Technology experience with over 10 years of experience in Information Security. She is a graduate of Virginia Polytechnic Institute and State University.
