About our Speakers
Kelly Murray
Kelly Murray oversees the Chemical Facility Anti-Terrorism Standards (CFATS) program, proposed Ammonium Nitrate Security Program, and voluntary chemical security initiatives. Murray has been with CISA’s Chemical Security team since 2008, where she rose through the ranks, having served previously as a Section Chief and Branch Chief, and most recently as the Acting Deputy Associate Director for Chemical Security.
Murray brings a wealth of knowledge and experience in chemical security to the position. Over the last 13 years, she has been integral not only to developing and implementing the CFATS program, but also to growing the extensive stakeholder relationships across CISA’s critical infrastructure partners.
Prior to joining the Department of Homeland Security, Murray was a government consultant who worked with the Federal Emergency Management Agency on disaster recovery and reconstitution efforts after Hurricane Katrina. She also worked with the Department of Defense on exercises, mobility and logistics, and war plans.
Murray earned a bachelor’s degree from Indiana University in mathematics with minors in Information Technology, Economics, and Spanish, and recently graduated from the Federal Executive Institute.
Dr. Ryan Donaghy
Dr. Ryan Donaghy is the Associate Director for Planning and Innovation at the Cybersecurity and Infrastructure Security Agency (CISA). As Associate Director, she leads CISA’s efforts to advance infrastructure security and resilience by building innovation networks that generate policy and technology solutions to our nation’s most pressing critical infrastructure challenges.
Dr. Donaghy has extensive experience in research and development, decision science, risk management, and cyber and physical security policy. Dr. Donaghy joined CISA in 2016 and has served in multiple leadership roles. Prior to joining CISA, Dr. Donaghy worked as a college professor for more than 10 years teaching courses on research design and data analysis, public policy, and conflict and negotiation.
Dr. Donaghy is a two-time Fulbright Scholar, holds master’s degrees from Arizona State University and Harvard University and received her doctorate from the University of California, Los Angeles.
